Rodrigo Pupo has extensive expertise advising clients in international trade and customs law. He advises companies on trade remedies (dumping, subsidies and safeguards), Brazilian trade laws and regulations, World Trade Organization (WTO) agreements, Mercosur law, preferential trade agreements, customs, disputes and negotiations.
He has deep knowledge on handling matters related to rules of origin (preferential or not), licensing regimes, import/export regulatory aspects, customs value and product classification. Mr. Pupo also advise clients in other areas, such as technical barriers to trade, industrial standards, sanitary and phytosanitary measures, permanent and temporary tariff modifications, including the Ex-Tarifário regime, and compliance with international trade rules. His clients are companies from a broad range of sectors – chemical, petrochemical, agribusiness, pulp & paper, footwear, equipment & machinery, tires, foods & beverages, among others. He has also advised the Brazilian government in WTO disputes.
Early career experience includes practical training at the Brazilian Mission to the WTO, in Geneva, Switzerland, after which he gained valuable and practical training with the General Coordination of Disputes of the Brazilian Ministry of Foreign Relations, in Brasília. As part of such training programs, Mr. Pupo conducted research and prepared reports on relevant trade issues involving Brazil, assisted in the preparation of petitions and oral arguments in trade disputes. He participated in official meetings involving Brazilian interests and, as a member of the Brazilian delegation, he participated in several commercial disputes in their different phases, Dispute Settlement Body meetings and WTO committee meetings. Recently, he was included in Brazil’s indicative list of panelists before the WTO.
